Applications Wont Run

I have PlayBASIC and it wont run apps even the premade ones.

My Specs:
eMachines EL1850-01e
Windows 7 Home Premium 64 Bit
Intel Celeron processor 450
Intel GMA X4500 graphics
500GB Hard Drive
2GB DDR3 Memory

I have Directx 11

  DX10/DX11 doesn't have fall back support for like  DX9 and older editions of the API, so PB apps won't run without first installing the DX9.

still no help. DX9 wont install even though i uninstalled DX11

 you don't need to remove DX11,  rather you install DX9 (since it contains all the fall back interfaces) in parallel.  This allows you to run DX11, DX10 and legacy applications (DX9 and bellow).
